Headquartered in Lincoln, Nebraska, the Nebraska Department of Correctional Services (NDCS) employs nearly 2,300 team members operating nine institutions, which house approximately 5,200 inmates, statewide. The department’s focus includes inmate programming and education, physical and behavioral health care, re-entry services, and community programs, and is accredited by the American Correctional Association (ACA). DUTIES:
Duties include, but are not limited to: Conducting and coordinating internal administrative investigations. Developing and implementing policies and procedures for inmate grievance and inmate disciplinary processes. Overseeing administration of and advising staff on such processes. Conducting inspections of facilities. Responding to inmate grievances as the director’s designee. Responding to inmate disciplinary appeals in the capacity of the agency appeals board. Overseeing coordination of general operations, such as responses to correspondence provided to inmates, state agencies and the general public. Conducting legal research. Reviews and audits NDCS policies, programs and management practices. Directly supervising the inmate grievance coordinator, appeals board coordinator and operations coordinator.
REQUIREMENTS: Three years of experience as an attorney practicing law and providing legal services such as preparing and trying cases, advising clients, and/or interpreting laws or administrative policies. In accordance with Section 7-101, Nebraska Revised, Reissued Statutes of l943, incumbents in this class must be admitted to the Nebraska Bar.
PREFERRED: Five (5) years’ experience practicing law in the State of Nebraska; to include previous government experience and developing and implementing policies and procedures. Knowledge of the Administrative Procedure Act.
OTHER: Must be licensed to practice law in Nebraska. Applicants accepting a job offer must pass the following pre-employment exams in this order: medical exam and, at a randomly announced time, a drug test. Once employed, all incumbents must successfully complete the fully paid Nebraska Department of Correctional Services pre-service training program.
Knowledge, skills and abilities:
Excellent research skills; ability to issue verbal and written opinions to NDCS administrators and staff; knowledge of state and federal statutes and case law, and constitutional provisions relating to correctional institutions; knowledge of legal processes of the courts and legislature and administrative bodies in Nebraska; ability to compose correspondence and legal documents; ability to conduct and coordinate investigations; ability to draft policies and procedures.
